Cook beef over medium-high heat in a large non-stick skillet over medium-high heat until browned. Add mushrooms, peppers, onions, and celery. Cook and stir for 3 minutes.
Place the mixture in a shallow 2 L baking dish. Stir in all other ingredients except cheese.
Bake, covered, at 200°C (400°F) until pasta is tender - about 50 minutes.
Mix. Sprinkle with cheese and let stand for 5 minutes before serving.
